Account blocked and no help

We opened a Monese account for our relative who has dementia. His card has been blocked with no support to unblock it. We can’t get hold of anyone to draw down the money that is stuck in the account. How can a company do this. Our relative is now suffering from anxiety as well as dementia which is messing with his mental health. Come on Monese. This is a disgrace.
