Charged twice for excess refused to pay expenses due to accident, cant claim personal accident as I'm not dead or lost a limb!

I had an accident whilst on holiday in Dubai that wasn't my fault that resulted in fractures to my ankle, foot and a torn ligament. I am still in a cast boot 8 weeks on and my business has suffered big losses as I cant do my role. Big blue refused to pay many of the out of pocket expenses I incurred, all they would cover was the cost of the medical treatment minus the £99 excess. Also my varifocal glasses were smashed so I had to buy replacement ones, however they will not pay the full cost of my glasses, have taken money off for wear and tear and also taken the excess of £99 off me again, so i have paid this excess twice, totalling £198! Apparently I can't claim for personal accident as I am not dead and have not lost a limb!?! Two months on and I am still in a cast boot, my business has lost loads of revenue and I am still in much pain. It has also taken them 2 months to settle this claim.
