What's the point?

I applied for a credit card to pay HMRC. After I was approved I was told I had to wait till I received an offer before I could transfer the money into my current account to make the payment. This offer only comes around at the beginning of the month but no guarantee that it will. So what's the point then? If I wanted to pay HMRC direct from the credit card, it would be deemed as a cash withdrawal, and I would be charged 5% interest over and above the interest I would already hav...
