Customer support was unable to help me with damaged

Customer support was unable to help me with damaged goods as it was after the 28days delivery. Prior to this i tried to deal with the seller direct. Consumer Credit act 1974 makes paypal liable for my purchase, but PayPal rules seems to be different.
