The most sensible and cost-effective insurance company

Why didn't insurance companies think of this idea sooner? It seems a no brainer to pay for car insurance as you drive rather than wasting your hard earned money. This insurance is also an effective way of protecting the environment: if you are charged per journey you will look to cycle, walk or run more often instead of polluting the environment with your car.
