Not again

Got home insurance with home emergency cover from esure. Midway through the policy, got a letter saying they'll be charging £25 excess for every home emergency claim. 2 days ago, my shower drain was blocked and phoned home emergency. Straight away they wanted the£25 excess. I paid and an engineer came the following day. He cannot fix the problem blaming everyone why he cannot fix including poor installation.
