HSBC Relationship Manager is the blocker for HSBC Premier Customer

HSBC relationship Manager contacted me out of the blue at about 7pm and introduced themselves and claiming that they could help me to apply premier credit card and provide me many other services. The standard time frame for all these application takes 10 working days approximately; but it's been close to the 3rd month, the application form haven't even been sent to me despite with multiple follow ups, the relationship Manager is simply ignoring the request. In the end, I have contacted the HSBC general hot line, and was advised to contact my relationship manager. is this a joke?
