Balance transfer sent to someone else 55 days later still not had no money to correct card

Took out card on phone .filled in all details .all were correct .At end screen went blank Came back on and said request completed ..Checked credit card balance transfer should of gone too nothing there transfered. Phoned on numerous occasions. Everytime they say 'it's been recalled as went to someone else .' 55 days later still no money and I'm having to pay them money for I haven't received .fobbed off every time .terrible service .Nothing gets sorted , sent complaint to customer relations and still nothing .at witts end .
