Scam artists or incompetents?

AXA is either totally incompetent or they are scammers. Initially, they were quick to confirm that the event would be covered. However, upon receiving medical documentation, they started making excuses. After confronting them about it and translating some of the documents (since they apparently cannot read) they stopped replying altogether.
