They appeared pre-approved, applied for a loan, made...

They appeared pre-approved, applied for a loan, made a hard search, and asked to provide a copy of licence, 3 months' payslips and 3 months' Bank statement. 2-3 days later phoned me and asked security questions and later declined, in a month later again appeared on pre-approved, and did the same. they did two hard searches for no points.
