Hold your money by continually locking account

Mobile and internet banking will accept fund but when you come to draw out it's another matter. Mobile app is blocked, internet banking blocked. Continual phone calls with promises that the money is being transferred as we speak.. NOT SO!!!! LOCKED FROM MY ACCOUNT ONCE AGAIN!!!! HOW DO I ACCESS MY OWN MONEY?!!!!!!!
