Put me in more danger!

I was stranded on a grass verge sandwiched between 4 lanes of traffic and another 2 on the other side. Pouring rain. They inisited I pay up £30 prior to sending someone out despite me explaining I would need to dodge traffic to get back into my car as no hard shoulder. They insisted even after I said your putting me in danger. 2.5 hrs in pouring rain and shivering. Rude on the phone, no compassion or empathy. I will be making a formal complaint.
