Breaching FCA rules to force interest charges

PayPal is refusing to honor my legal right of appropriation under FCA CONC 6.4.2. I have provided funds and clear instructions to settle a 0% promotional balance before the end of April expiry. Instead, PayPal is misallocating my money to other balances against my will, seemingly to ensure the 0% deal expires so they can charge interest. Customer service has hit a brick wall and refuses to manually intervene. I have a formal complaint open and will be heading to the Financial Ombudsman. Predatory and unlawful.
