I sold a item on eBay to Mexico via PayPal

I sold a item on eBay to Mexico, the money was paid via PayPal, then the Mexican said he didn’t authorize payment, PayPal took the money out of my account and refunded the Mexican, so I lost the items value, lucky it was only 30 dollars, this loop hole needs filling up so this cannot happen again, of course he authorized payment, how could anyone else do it?
