the real odds of winning

I understand that there about active 8000 bonds in the windfall scheme. Given that each bond is issued with 15000 tickets and that there are only 21 prizes each month, then - as I understand - the odds of one bond winning is 8000*15000/21= odds of 5,714,285 to one.
