Put off for life!

I have been trying to get my son to save for years. Eventually he agreed to buy some savings bonds. NS&I requested id, passport, driving licence all signed by a professional. We did this and sent back - they stated they had it. Then sent out a request for more. Anyway they took more of his money - over the phone - then sent it back saying the account had been blocked for 21 days.
