outsourced service completely unresponsive

I submitted a straightforward claim over 3 months ago and have spoken to the call handlers 6 times. they are unfailingly courteous but the system does not allow them to even see what is happening. I have been promised a call back on several occasions but have never been rung back. I have finally complained. No complaints policy but the team will call me back within 40 days!
