It's seems like a fraud company

I send my NCD document few times however I received an email saying I did and is now cancelled. They are also charging me 56 for cancellations fee. Few weeks ago I send them the NCD document and received a email saying they have received the documents they required and now they saying they haven't I am very much confused right now...
