I only got credit yesterday so maybe it's too early...

I only got credit yesterday so maybe it's too early to review. The credit was very easy to get.I also got a virtual card which was difficult to verify for some reason. I manged to do it I think because one online transaction was successful. When I went into the shop and tried to pay with my google wallet where I added the card it was declined and few more transactions that I tried online yesterday and today. were declined. I spoke to their agents and I was told that paypal has a security system that is very strict and when it notices the problem or a security breach it stops the card so basically I will never know if the card will work and when. They just kept repeating that is their rule and if that happens I can use another card with the merchants. So I am now confused why did I get the paypal credit if it doesn't work all the time?
