'pay in 3' is very unpredictable

I used 'pay in 3' and this experience was not good and not bad, but I have some comments. 'Pay in 3' is not predictable service, you never know how much is your limit and this information is not available in PayPal account. You can't know which decision will be made and reasons for declining. The support team can't describe how this system works. I think 'pay in 3' should be clearer for clients.
