Reduced rates for caravans not using public highways

At 85, having been a Caravan Club member for 49 years, the womenfolk in my family have decided that, as my back is held together with titanium rods and rivets, I'm too old to tow. My 'van is now stored in a barn on a 5C site. When I want to use it I 'phone the farmer who tows the 'van about 75 yards onto the site yet I have to pay the same insurance fee as if I was towing the 'van for thousands of miles on our increasingly crowded roads. The 'van NEVER goes on a public highway. After nearly 50 years membership I considerer my insurance premium should take this into considertion. The present system seems ludicrously unfair!
